On-Budget Financing: Guidelines for Development Partners
These guidelines explain on-budget financing (also known as 'core-budget financing' or 'direct budget support'), the national budget and the way Development Partners (DP) can provide funding through the national systems of the Government of Islamic Republic of Afghanistan (GIRoA). The guidelines are a useful reference for DPs who are already providing on-budget assistance, those looking to increase contributions through this modality, and those who may be considering doing so for the first time. AFGHANISTAN PRE-BUDGET DOCUMENT (MEDIUM TERM BUDGET FRAMEWORK 1391-1393)
The purpose of the Pre-Budget Document is to provide a preliminary draft budget that assesses existing budget policies and new funding priorities for the next fiscal year and medium term. The report first shows fiscal envelope, i.e. estimated revenues and grants, for the next three years. Within this fiscal envelope, it then identifies those priorities that can be funded with the available resources and as a result sets the initial budget ceilings (expenditure maximums) for each budgetary unit. The budget ceilings are the total level of expenditure available for each budgetary unit. The report also provides information on the proposed new initiatives of budgetary units. These ceilings are later fed into the Budget Circular No 2 process, and each budgetary unit has to develop its detailed budget submission within the given ceilings. More.. Download PDF
Afghanistan Aid Bulletin
DELIVERING AID THROUGH COUNTRY SYSTEMS Since 2001, Afghanistan has been one of the largest aid recipients in the world. Approximately US$57 billion has been disbursed for development work until 2010. At the Kabul Conference in July 2010, the donor community committed to channel at least 50% of their financial support through the government systems. It further committed to achieve 80% alignment with the priorities of the Government of the Islamic Republic of Afghanistan (GoIRA) within 2 years. As a follow up to the Paris Declaration and ACCRA Agenda for Action, Ministers from both developing and donor countries, government representatives, parliamentarians, civil society organisations and private sector representatives will come together for the Fourth High-Level Forum (HLF-4) on Aid Effectiveness in Busan, Korea, from 29 November to 1 December 2011 to review global progress in improving the impact of development aid and make new commitments to further ensure that aid helps reduce poverty and supports progress in meeting the Millennium Development Goals (MDGs). more......
Findings of the Paris Declaration Evaluation Phase II: Ensuring aid priorities are met
In February 2005, the International Community came together at the Paris High-Level Forum on Aid Effectiveness to improve the quality of aid and its impact on development priorities and to support partner country efforts to strengthen development performance. The International Community formulated five principles on Aid Effectiveness which are Ownership, Alignment, Harmonization, Managing for Results, and Mutual Accountability; and twelve indicators to assess the progress of the five benchmarks. On The Road To Transformation: Working towards sub-national budgeting
The budget preparation process in Afghanistan has been very centralized. Budget appropriations are made by Line Ministries, object code and project without taking into account provincial breakdown of the budget.
Line ministries lack mechanisms to develop and also justify provincial allocation of their budget. Additionally, most provincial departments are not involved in the budget preparation and remain unaware of the final budget allocation by provinces. In 1386, MoF initiated provincial budget reform in order to address these issues. more......

Donor Cooperation Report 2010
The Development Cooperation Report presents an overview of external assistance and its effectiveness to Afghanistan since late 2001. After the establishment of the Interim Administration in 2001, following the Bonn Conference, the international community committed to support the new transitional Government in Afghanistan by providing both development and military assistance. Since then, billions of dollars of external assistance has been provided in support of reconstruction and development in different forms - financial grants, loans, in-kind and technical assistance.
This report presents quantitative and qualitative analyses of foreign assistance to Afghanistan, and is mainly developed based on Development Cooperation Dialogues that took place between Ministry of Finance (MoF) and Development Partners (DPs) during November and December 2010. The expectation is that regular reports of this nature will further promote accountability and transparency of external assistance to both the Afghan and donor country publics.
