The Aid Effectiveness and Policy Unit operates under the Aid Management Directorate, Directorate-General of Budget of the Ministry of Finance. AEPU is responsible for promoting aid and development effectiveness in Afghanistan. The team handles relationships between the Government of Afghanistan and Development Partners (Donors, Parliament, Civil Society Organisations) in relation to aid effectiveness issues. The unit also acts as a focal point to international aid effective fora and organizations, in which Afghanistan participates, such as the OECD and g7+. In light of this, AEPU participates in evaluations and monitoring surveys to assess application and implementation of the principles of the Busan Partnership for Effective Development Cooperation and the New Deal for Engagement in Fragile States. It also reports on the extent of compliance of the international principles of aid effectiveness with donors and government policies.

In the policy area, the unit is responsible for developing new policies and leading dialogues with donors on issues related to management of aid from short to medium-term. The unit is responsible to ensure that the Kabul Process Commitments of aid effectiveness and supporting the National Priority Programs (NPP) are maintained and met. To follow up these activities, the unit is developing a new Aid Management Policy for implementation during the Transition period and beyond.

In the pursuit of the above, the unit performs the following major functions:

  • Develop policies and strategies to ensure aid effectiveness in Afghanistan.
  • To align donors' programs and projects with the results stipulated in the ANDS and NPPs
  • To monitor and evaluate the practical application of aid effectiveness principles (Paris Declaration, Accra Agenda for Action, Busan Partnership, New Deal)
  • To develop and implement the Aid Management Policy for Afghanistan in Transition.
  • To develop and implement tools to measure effectiveness of off budget financing.

Aid Reporting and Information Management Unit (ARIMU)

The Aid Reporting and Information Management Unit (ARIMU) is functioning within the Aid Management Directorate as repository of information on development assistance, and reports on the achievements, failures and challenges of the aid management agenda in Afghanistan.

ARIMU is the point of contact for the government Development Assistance Database (DAD) to closely supervise the entry of data and to update the information for generating reports, charts and tables for donors, media and public information purposes.  The ARIMU also serves as the liaison between donors and Finance Ministry/AMD on the DAD to help donors to understand DAD and enter the information when required. The ARIMU ensures timely collection, tracking and dissemination of aid information on a project level through effective utilization and maintenance of the DAD, which aims to improve quality and coordination of activities among donor agencies and with the line ministries by accurately capturing aid information.

ARIMU staff assists in the preparation of the Development Cooperation Report (DCR), which is being published annually for distribution to donors, stakeholders, governments, international financial and economic development institutions and the public. The unit is also responsible for publishing the ‘Aid and Budget” quarterly newsletter.

Aid Coordination Unit (ACU)

 

As a key unit in the Aid Management Directorate, the Aid Coordination Unit (ACU) serves as the platform of coordination between the Government and donors on the management of Development aid.  by facilitating negotiations on development assistance at various levels.

The unit functions as focal point for the donor-GoA discussion on development assistance to ensure that aid is aligned with development GoA priorities and the principles of aid effectiveness.

In the pursuit of the above, the unit performs the following major functions:

  1. 1.Review, negotiate and finalize the agreements (Development Framework agreements, financing agreements, MoUs) with Development partners in the in the view of the development framework of Afghanistan.
  2. 2.Conducting Development Cooperation Dialogue with the donors
  3. 3.Conductingportfolio reviews with the development partners
  4. 4.Providing support to the implementation of ANDS and NPPs, through effective coordination
  5. 5.Conducting Core Donor Consultation which provides inputs to the preparation of National Budget
  6. 6.Updating and maintaining Aid Information
  7. 7.Coordinating the specific project related issues with the relevant Implementation agencies and development partners
  8. 8.Arranging and managing High level Donor Coordination meetings like High Level committee meeting on Aid effectiveness
  9. 9.Briefing senior Government officials on the aid related issues and providing recommendations on the same
  10. 10.Representing the GiROA in the National and International events related to the aid management
