The Aid Effectiveness and Policy Unit operates under the Aid Management Directorate, Directorate-General of Budget of the Ministry of Finance. AEPU is responsible for promoting aid and development effectiveness in Afghanistan. The team handles relationships between the Government of Afghanistan and Development Partners (Donors, Parliament, Civil Society Organisations) in relation to aid effectiveness issues. The unit also acts as a focal point to international aid effective fora and organizations, in which Afghanistan participates, such as the OECD and g7+. In light of this, AEPU participates in evaluations and monitoring surveys to assess application and implementation of the principles of the Busan Partnership for Effective Development Cooperation and the New Deal for Engagement in Fragile States. It also reports on the extent of compliance of the international principles of aid effectiveness with donors and government policies.

In the policy area, the unit is responsible for developing new policies and leading dialogues with donors on issues related to management of aid from short to medium-term. The unit is responsible to ensure that the Kabul Process Commitments of aid effectiveness and supporting the National Priority Programs (NPP) are maintained and met. To follow up these activities, the unit is developing a new Aid Management Policy for implementation during the Transition period and beyond.
