DELIVERING AID THROUGH COUNTRY SYSTEMS Since 2001, Afghanistan has been one of the largest aid recipients in the world. Approximately US$57 billion has been disbursed for development work until 2010. At the Kabul Conference in July 2010, the donor community committed to channel at least 50% of their financial support through the government systems. It further committed to achieve 80% alignment with the priorities of the Government of the Islamic Republic of Afghanistan (GoIRA) within 2 years. However, only around 20% of the foreign aid has been channelled through the government systems so far.
