Development Cooperation Report

The Development Cooperation Report is a publication of the Government of Afghanistan (GoA) produced annually by the Ministry of Finance (MoF). The report is the product of Development Cooperation Dialogues (DCD), a series of annual meetings held with all development partners (DPs) working in Afghanistan to discuss policy and program priorities, suitable financing modalities, and progress on aid effectiveness indicators and other commitments made at international and local conferences. The report presents data and analysis of international aid provided to Afghanistan over the period 2011-2012.

Improving Our development Partnership

Over the last decade, international development efforts have evolved in accordance with global economic shifts. This has naturally had knock-on effects for international commitments to Afghanistan as well. The Fourth High Level Forum (HLF -4) on Aid Effectiveness in  Busan in November- December 2011 was a defining event, as it translated these  global shifts  in economy and aid architecture into a new partnership with development cooperation taking new forms at the global level. Meanwhile, at the national level, the International Conference on Afghanistan in Bonn, also in December 2011, renewed and deepened the international community's long-term commitment to Afghanistan, a decade after the original Bonn Conference. More Download news letter

Development Cooperation Report (DCR) 2010

The Development Cooperation Report (DCR) 2010, prepared by the Aid Management Directorate (AMD) of the Ministry of Finance (MoF), is a living proof of the determination of Government of Islamic Republic of Afghanistan (GoIRA) officials to make inflow of foreign assistance effective for Afghanistan and its people. The results of the Development Cooperation Dialogues (DCDs) between the MoF officials and their DPs (DPs), along with other measures introduced by MoF (e.g. organizational restructuring for aid management and an aid management policy; Donor Financial Review (DFR); reform of Development Assistance Database (DAD)), are expected to pave the way for effective development.

On-Budget Financing: Guidelines for Development Partners

These guidelines explain on-budget financing (also known as 'core-budget financing' or 'direct budget support'), the national budget and the way Development Partners (DP) can provide funding through the national systems of the Government of Islamic Republic of Afghanistan (GIRoA). The guidelines are a useful reference for DPs who are already providing on-budget assistance, those looking to increase contributions through this modality, and those who may be considering doing so for the first time
