Budget Integration and Reform Unit-BIRU

The Government of Islamic Republic of Afghanistan is operating under unitary system of governance having its responsibilities shared by different ministries to take care of specialized affairs of the state. Ministry of Finance (MOF) is responsible for promoting overall development of the country for which 'budget' is the major policy instrument. MOF has been attempting to optimally mobilize domestic as well as external resources to swiftly push the country's socio-economic development process ahead. In this context, meeting the benchmarks with the timelines of Millennium Development Goals (MDG) and Afghanistan National Development Strategy (ANDS) has been the foremost challenge of this time. MOF initiated budgetary reforms since August 1385 by attempting to integrate 'ordinary' and 'development' budget into 'program budget' so as to streamline the resources to their best use.

BIRU has been established in the Budget Department in order to extend support to the Line Ministries, Provinces and the Eight Sectors in the Budget Department to efficiently carry out their task in a more sustainable manner. The Unit consists of two Teams- Program Budgeting and Provincial Budgeting with Int'l Advisors, Managers and the Officers. Budget integration has been initiated in a phase-wise manner across the line ministries and sub-national level.

B.Provincial Budgeting

Introduction

Nation-states may be divided into central and local government entities such as provincial, district, municipal etc. as provided by the law of the land. Afghanistan comprises 34 provinces, 365 districts, 66 municipalities and a good number of community level organizations.
