Why do we do  reporting?

Reporting allows different stakeholders to achieve different objectives:

  • Ministries and agencies are able to check their own progress against plans.  This allows the leadership of these ministries and agencies to hold department or directorate managers accountable for their performance and identify (and remove) ministry- and agency-level blockages to delivery of services.
  • Central Government is able to track the performance of different ministries and agencies.  This allows central Government to hold the leadership of ministries and agencies accountable for their performance and identify (and remove) central Government blockages to greater service delivery. This means that the Government uses performance reports to adjust its policies and budget allocation in the following year, ensuring maximum efficiency and effectives of the budget in overall service delivery.
  • Parliament is able to monitor the performance of the overall Government and specific ministries and agencies against their plans and hold Government accountable for the performance.
  • The general public and civil society organizations are able to monitor the performance of the overall Government and specific ministries and agencies against their plans.  Ultimately, this allows individual members of the public to make a judgment of the Governments delivery against its stated policy objectives.

Performance reporting is therefore a critical part of being a good Government.  With good performance reporting there is a clear idea of how ministries and agencies are performing.  Information about past performance can then be used to judge how much future resources different programs and ministries should receive.  Without good performance reporting there is limited accountability of managers, ministry and agencies leadership and the overall Government.
