In his opening remarks the Director General Budget, Mr. Zia Haleemi, highlighted the overall importance of national budget as an instrument for bringing reform, stimulating growth and employment. Mr. Haleemi also emphasized the importance of constructive roles that civil societies can play in budget formulation process. He stated that civil societies are a bridge between the public and government, and constructive feedback from them can help the government institutions, such as MoF, steer their policies and activities based on the aspirations of the public.

Mr. Adham Akbari, the Acting Director of Budget Policy, presented the FY1395’s proposed budget summary, stipulating that a significant portion of the budget, i.e. 40%, will be spent on defense sector while the second biggest receiver of funds will be the infrastructure sector – which will assist in achieving the long term goals of job creations, self-reliance and stability.

Development Budget Execution Meeting

A meeting was held at the Khyber Conference Hall of Ministry of Finance (MoF) with the senior management and budgetary unit representatives of 15 line ministries to review the status of budget expenditure by the respective line ministries. The meeting was chaired by H.E Mustafa Mastoor, Deputy Minister for Finance.

The main focus of the meeting was to highlight the reasons for development budget’s lower execution rate, and to take the appropriate steps for attaining higher budget execution rate.

During the meeting, the line ministries elaborated the reasons for their shortcomings in spending of the development budget and the steps they have taken to alleviate the status quo. H.E Mastoor provided insight to the line ministries’ representatives on mitigating the shortfall in the development budget’s expenditure and directed the relevant MoF staff to provide administrative and technical support to the line ministries in achieving the better budget execution rates. Civil Siciety Workshop July 2014

The workshop was held on July 23rd 2014 in the Ministry of Finance Khyber conference hall. Workshop on rollout of State Budget Planning System (SBPS) was conducted for 16 budgetary units!

The workshop was planned based on the annual work plan of Directorate General Budget before the beginning of fiscal year. It was conducted on 4^th and 7^th of Saratan, 1393 in conference hall of DGB.

The employees of MoI, MoD,MoHE, MoE, MoCIT, MoEW, MoPW and MoPH attended the workshop on 4^th Saratan, and the employees of MRRD, MAIL, MoEc,MoLSAMD, IDLG, Office of the President and IARCSC attended on 7^th Saratan,1393.

The program started with recitation of some verses from Holy Quran by Shamsurahman Babakarkhail and Inauguration speech by Zahid Hamdard Director General Budget.

Flowingly explanation and general information about SBPS, usage of the system, information recording, comparing with BC2 spreadsheet, implementation of the recorded information and preparing reports from the system were presented to the participants by “Ali Abdullah Nabi” Database and ICT Manager of DGB.

The workshop continued from 9:00 AM till 3:00 PM. At the end of the program after evaluation of workshop participants certificates were issued to all participants by Director General Budget and Information Technology and Database responsible staff.

In order to support system users training materials were also distributed to the workshop participants.

Press Release : Afghanistan’s OBI score rose 38 points to 59 in 2012

On 23 January 2013, the International Budget Partnership (IBP) announced the results for the Open Budget Index (OBI) for 2012.Afghanistan’s results show the second greatest improvement in budget transparency over all countries in the world. The OBI is used to compare the fiscal and budget transparency, participation and oversight of public finances of around 100 countries globally.

The IBP, an independent non-governmental organisation that carries out the OBI survey, said that the improvement in the availability of information aboutAfghanistan’s public finances “dramatically improved” and was “impressive”.

Afghanistan’s OBI score rose 38 points to 59 in 2012 from a score of 21 in 2010 and 8 in 2008.Afghanistanwas in seventy-third position in 2010 and in two years it is twenty-sixth. This is indeed a huge increase.
